I think you should definitely consider studying abroad. I plan to study in Barcelona my junior year for a semester (I'm studying Spanish) and I just have the feeling that it is the chance of a lifetime. I think visiting a country is nice... I've been all over Europe, and it is wonderful, but I don't think being a tourist could compare to actually living there and studying there and being immersed in a culture that is not your own.
I also don't think you should set your eyes on one particular city in Europe. London would be wonderful, but there are other wonderful cities in Europe and England as well that are just as full of culture and new things as London. Why not look around at other cities? I mean, studying in Prague, Rome, Paris, Berlin, Madrid, Cologne, Bern, etc. sounds just as great as London to me. And don't forget, you could always visit London on the weekends. :-)
Sorry for such a long comment.
